  17. <p>A Pentagon report nails those who prepaid McDonnell Douglas
  18. Corp.

  20. <p>     A night in a cheap hotel usually requires payment in advance.
  21. But relations between major defense contractors and the Air
  22. Force are thought to be a cut above that. Not always, according
  23. to a report from the acting Pentagon inspector general, which
  24. recommends disciplinary measures against a cluster of Air Force
  25. generals and civilian procurement specialists. The report
  26. accuses several Pentagon officials of advancing McDonnell
  27. Douglas Corp. $500 million in 1990 to see the aerospace giant
  28. through troubles associated with the C-17 military transport
  29. plane. The report urges disciplinary action for three generals
  30. and two civilians alleged to be involved in the scandal.
  31. McDonnell Douglas and the Air Force dismissed the more than
  32. 100-page report as old news, but the inspector general's
  33. recommendation for disciplinary and possibly criminal sanctions
  34. was a startling departure from past traditions of mutual back
  35. scratching.
